Tenant Protection Plan

Construction for apartment buildings can be dangerous because it exposes tenants to risks such as structural instability, fire hazards, obstructed exits, and excessive dust. The Tenant Protection Plan (TPP) is New York City’s way of ensuring that the millions of people who live in apartment buildings are safe from possible construction dangers. NYC Building Code 3303.10.1 mandates that a Tenant Protection Plan must be made anytime construction activity occurs in an occupied building. Before construction starts, the engineer and the owner must develop a TPP which includes the protocol that must be followed during the construction process to prevent anything unsafe from happening to the tenants. The TPP typically includes fire safety measures, dust mitigation practices, and other safety procedures. After the TPP is submitted to and approved by the DOB, the construction will be allowed to begin. Barricades, signs, drop cloths, and other protective means may be installed and maintained as necessary to provide reasonable protection for the occupants against hazards and nuisance
